Metropolitan Employment Opportunities Lottery

The Metropolitan Employment Opportunities Lottery (MEOL) (Kwang: kayˀk1yãy čĩju tiyã jakũ Kaiqkhyãi Chĩju Tiyã Jakũ) is a system that restricts workers residing outside of Tier 5.0 areas (zones designated as 'cities') from entering to seek employment or residence. It was promulgated by Jiq Zàw in 1980 to address the growing concerns of urban overcrowding after the state sanctioned opening of the free market economy in 1975. Each year, a select number of labour slots are determined by each Tier 5.0 city based on a range of factors, including but not limited to labour demands, housing avaibilities, etc.
