It was promulgated by Jiq Zàw in 1980 to address the growing concerns of urban overcrowding after the state sanctioned opening of the free market economy in 1975. Each year, a select number of labour slots are determined by each Tier 5.0 city government based on a range of factors, including but not limited to labour demands and housing avaibilities.
